There is no comparison because they are 2 completely different forms of content. One is Duplicate content which is worthless for SEO and the other is original.

PLR may work for some thing like free ebook offers in exchange for people signing up for a newsletter or something similar but it will not work for SEO.</description>

Your talking about duplicate content, not original. I can get the same thing for free from article directories with the same value. Who's name is on the article is irrelevant when it is considered duplicate anyways.</description>
