That could possibly juice things up. However from what I understand, its just Page Rank coming in from the one site only.  There are still no other votes / links coming in to that link page, so my guess is its not a ninja link.

I worked for a telco in Sydney that pays an "SEO consultant" who recommended a reciprocal link exchange via his "link exchange network".

He has snuck a link to the links page from the main page (PR4) and every other page on the site, so the links page is now the second highest PR page on the site. Seems to me this is a link juice leak for the entire site, and only benefits the SEO's "link network"?
Is this a common SEO tactic or just a shady/dodgey SEO?</description>
